Even Jagex themselves must have thought the requirement was a bit too extreme (as it was 32 weeks no matter what) which led to the idea. They probably thought people wouldn't be happy with losing their capes for 8 months but clearly they were wrong.

It's basically just a battle between those wanting the cape to be rarer than it is and those who just want to get their capes, not caring about its rarity.

Seems logical. Why would you ask non-trimmers? It only really affects those that currently own one.

Then again those that are close to trim may also want to vote, so hmm..

They never limited Master cape polls though so they won't do it for this either I doubt.
