GTA:V was released on Steam, but primarily on Rockstar Social Club - All the games bought in stores, from foreign countries, given in deals, etc, are all Social Club keys - The only way to get it on Steam was to legitimately purchase it on Steam, hence its high price.

If you want it for cheap, just buy a Social Club key. Unslain Bosses - Clan
