Apparently, but when you first purchase one you get the option of picking 8 presets.

Not sure if by "customising it yourself" it means you can choose one of the 8 presets, or you can alter the presets.
Also can I customise my character too?

Oh, I'm not very fond of online games.
RS is pretty much only online game I play.

I just love games where I can decorate houses or apartments, and of course customise my character.

I can have brutal mass murders in that game too? I played one of the older games at my friend once and I could do that in it.
