Previously, if the account had only levels under 30 and never paid for membership, the name would be up for grabs after a certain amount of time. This was pretty flawed if you ask me. A hoarder could simply train one level to 31 or pay for membership a single month and get out of the system.

I don't know if this is still in effect. Hopefully not.
