As far as competitions in-game go, they would have to have incredibly clear rulings and be as fair as possible so nobody is left out on timezone, levels, time online and such things.
I didn´t witness the Castle Wars Killstreak competition, but any competition which would take a longer time than a killstreak and/or be teamed would see huge problems in execution.
Therefore I think running out-of-the-game competitions is better for a start, BUT: I´m in no way saying in-game competitions aren´t feasible.
Roleplaying competitions are a great idea even though the execution is difficult, but there´s a way to overcome it.
Simply put, the idea is to gather about five JMods (and JMods only to prevent any bias) in a certain area with different themes.
As a matter of fact, there could be three outlined areas in Gielinor: one natural, one urban, and one simply random.
Then, each player would perform their own roleplay (possibly with a friend, but ONE!) and the judges would note their score without letting anyone else know until everyone had done their three roleplays and a winner would have been chosen.
Of course time is a huge issue - therefore there should be at least five times a day during a week or so when roleplays can be held. It sounds like a lot, but everyone needs to have an equal chance.
Now roleplaying is not a very competitive thing though, so maybe an out-of-game full-blown story competition (with limits, obviously) would be better for this one, especially if there is a separate poetry contest.
However rulings should be kept very clear in all cases so nobody misses out on participation because they were confused on theme, length and other things that may occur.

Competition on videos posted with humongous amounts of people doing the same emote at the same time. The winner will be decided from numbers and what emote.
And of course, "The Unnanounced Search for the Worst Guide on Castle Wars Already on Youtube!!!!!!!!!!!!!!!!!!!!!!!!!!!".
