I want to say it's farming due to all the items you need to collect before you can actually start ... plus it took me awhile to figure out how to farm.
But I thought that construction was difficult as well. When you start you're not necessarily prepared to break 206475 nails !! :P

runecrafting would be the toughest to begin training as the amount of preparation needed is extraordinary in comparison to other f2p skills.

i would say that herblore is likely the toughest as a standalone skill, again due to the amount of preparatory steps needed; however, dungeoneering would be far worse if it wasn't such a new skill as so many other skills are necessary to particiapate properly.

I think dungeoneering is the hardest skill to start training.
It looks very complex, there isn't much explained and most of all: it trains really slow at the lower levels. I personally stopped training it after I got to level 3 and started using penguin points, which I found to be faster...

Personally, I hate dungeoneering, because I cant train it with others without my computer crashing, and its a pain to find a team. So I would consider dungeoneering the hardest.
