Actions have consequences I suppose and especially when you publicly view those actions for the public to see. He took a huge risk and lost big time.
The exposure and the fact he publicly showcased it is why he got banned. I'm sure he knew deep down, even though on-stream after the fact he seemed confident he wouldn't get punished, that he would be banned off Twitch and possibly Runescape. The exposure from it was insane. They had to do something. No choice really.
Maybe this will serve as a warning to other RS streamers not to screw up this royally, drunk or not. If you are known to do stupid stuff after being intoxicated, then for the love of god don't stream yourself whilst you're under the influence of something. This is assuming he was actually drunk and not trying to use alcohol as a way-out (which didn't work).
He pretty much orchestrated his own demise. Whether the mic was muted is besides the point, he still took something serious (suicide) and tried to make it into a joke for his viewers and friends listening on and on someone that's actually suicidal. That's just something you don't do. It doesn't even compare to the "kys" comments people throw around in-game and elsewhere on the Internet, likely aimed at people that aren't suicidal to begin with.
He's been banned off Twitch before (temporarily) I recall, so it's clearly not the first time he's messed up while on stream. Some people just never learn and just aren't mature enough to stream.
No one should really be surprised with this outcome, especially after the exposure. People from outside the game became aware of this and mass reported him. Suicide is not a topic people take lightly. He really gave the Runescape community as a whole a bad name (you could see from some of the comments there). Action had to be taken. Otherwise, it just paints the picture that this behaviour is tolerated and none of those companies want to be associated with that negativity.
