@ TUKE EH - If the harassment is happening in game, then it needs to be reported in game using the Report feature at the time of the incident.

How to report a player

If the harassment is occurring in real life, then contacting local law enforcement is the best thing to do. If they then need information from Jagex, Jagex will supply it to them. (The contact email for law enforcement agencies ONLY to use is available in Jagex's Contact Us page https://www.jagex.com/contact-us )
