Best to report it in game so Jagex can get a snapshot of whats said.

Also you may need to add said person to your Ignore list. Then He can't message you any more.

If your family are getting pestered in real life then I suggest you contact the local police and ask if they can help.

Sadly very little can be done about your issue via the forums.
