This second vote really needs to be advertised better.
Otherwise it was either a really shrewd marketing tactic(along with the 10k a month "giveaway" to try to attract more members)or a very poorly executed attempt to finally bring back the old content that made Runescape popular in the first place.
If you're going to do something, do it right the first time.
Most people that voted the first time aren't even aware of the second vote. Make the banner and make the update happen. The only reason for the current influx of members now is because of the announcement and the first vote. Giving up on it now, or not making the vote more public/required for each member login, just goes to show how much you really had invested in making these changes to begin with.
90% vs 10% should speak for itself.
That's 90% of all of your members that are going to be "less than happy" when it turns out the developers just let this update die. If this was a business market structure, and 90 percent of the stockholders wanted to change a certain aspect of that company back to the way it was, what do you think the company would (should) do?
