Now for my opinion on this vote/petition to reinstate free trade and the old wilderness.
It is a semi-hoax and a public relations stunt.
Recently acquiring my Bachelor of Commerce, these things aren't too whacky for me to believe. How come?
Because Runescape is played with people of all ages. The Target Market is way to vaste for Jagex to single out any demographic. Secondly, to create advertisements to adhere to each demographic would be far too expensive.
The easy fix?
Have the individuals do the talking and reaching out for them through Social Media. Hence, why one can observe all the different ways to propagate to YOUR friends (who would usually fall within your demographic) beneath the voting bar.
Another way to look at this is the fact that Jagex pledge to never bring back the wilderness in the past. They are well aware of what will happen if they are to bring back "old" Runescape. Hence, the reason why nobody can vote "no", if that option were available Jagex wouldn't be able to cover their behinds if by some stroke off luck the "yes"'s were to outnumber the "no"'s. Since the proof would be in before their eyes and not keeping their word would have repercussions beyond anybody imagination; Jagex' integrity would be gravely at stake.
Now, back to why the option isn't available. This is simply because the MILLIONS of INACTIVE accounts will count as "No"'s. Working in Jagex' favour of not reinstating free trade and the "old" wilderness.
So basically...
Jagex launched a massive Public Relations stunt and gave the community the task of propagating its name throughout the world.
