You will notice that his threads on page 1 (three of them) do not take up anywhere near half of the page as you claim. Also, it is clear that there is a range of players posting on page 1 and no monopoly as you imply. While this snapshot, of course, changes, no one is monopolizing the page (as I check 10 minutes later).
Please do not continue to mis-use Forum Help like this.

@ Umbrielle - Yes, there are times when you've reported threads here for excessive bumping, and we've taken action. Not solely becuase you reported them, but because when we investigated, we found that the bumping was excessive. In this case, more than one of us agreed that it was not excessive.
You are asking for a lot of details and what if's. This is not something that we can get into. Each case is judged on its own, both against the rules of the forums and how the actions being reported affect the function and purpose of that particular forum. As such, these types of decisions are based on a combination of our procedures, trained judgement, and common sense, rather than a hard and fast 'you can have x# of threads, but not more than y#' rule.
We know excessive bumping when we see it, and this situation was not. You are welcome to disagree with this decision, but please use the

for that.
