That was never the case. The original post about it might have been misconstrued but Jagex corrected themselves.

You must be over 1k total no matter how you try and name change within the first 24 hours.

i had to buy 2 bondz because it said name change was for members so i wanted change my name and i bought a bond to be member because i read if u buy a bond u can bypass the 1000 level req so ok thats what i did and it turns out the bond doesnt bypass the 1000 level req so what happened there am i missing something?
