So Jagex is basically saying they don't support real world trading for coinage, because that gives some players an unfair advantage over others? I agree with that, but your idea to combat that is the selling bonds, for real world cash, which can be traded in game for coins. That's basically the same thing gold farmers are doing, but using scripts and codes to program a new system into the game instead of using a bot to farm the gold for sale. It's the same thing, players can buy bonds for real world cash, sell in game for coins and have an unfair in game advantage, it doesn't stop real world trading for gold coins unless you end free trading of coins in game.
Just seems like another way for Jagex to make a buck, like the SoF, that's basically real world gambling for coins, items and experience points as well, giving one player an advantage over another who doesn't have the means to buy spins.
