Rumor alert: @JagexLee have been rumor to be hacked by someone on Twitter.
2 Jagex accounts have been hacked: @JagexPhoenix and @JagexRocket.

He has explained that several times, but I don't blame you for not reading the whole thread through (Though Regicidal has !).
The reason is that they have not yet ironed out some delay in granting him access to his JMod account.
I'll look back in the thread and get you a relevent quote.

I think that's all of the responses he's given to similar questions, and I hope that helps solve your quandry (and save some time for him D: ).
