True, in many respects, perhaps they will remove it, once the JMod account is given.
Seeming as, being a JMod, he would gave all those powers anyway, though for a different reason, and given that he has not been using them to 'Moderate', himself..
I think in the context that it was the best available option.
(irrelevent point: In my oppinion, he acts very responsibly, and if he had been more forum-minded, perhaps he would have become one.. anyway irrelevent, as I said).
I do understand that FMods do a lot of outstanding work, and have to put in relentless effort to be even considered for the job, so seeing somone made one before they have done such, may cause some people to be upset.
However, it is best to remember, he isn't 'an FMod' as such.. it is more that he is a JMod, and part of a JMod's tools are being an FMod.
(I could use the analogy of somone going out without putting a hat on, but wearing the rest of their clothing.. but as you point out, they are sepperate accounts).
Seeming as I cannot answer this, other than directing you to replies given on a similar subject, having no more information than you do, I shall leave it to somone with more information to answer.
(Remember, he didn't ask for it to be done like this, so it's not something to be angry with him about, if it was him the unease was directed towards).
