It's not gambling though as you cannot lose while spinning on the Squeal including the fact that you cannot win real life monetary value from the Squeal either (no membership or IRL money is offered as a prize).

Real-world trading
RuneScape game items must only be exchanged for other items or services within the game. The exchanging of RuneScape game items for items, services or other benefits in other online games, for real-life money or items or for any other real-life benefits or services is not allowed.
What is real-world trading?
Real-world trading is the term used for the real-world purchase of services with the intention of advancing your Jagex character. This includes, but is not limited to: purchasing gold or items in RuneScape, buying a RuneScape account as well as paying someone to increase your account's experience (XP) in a skill or for them to complete quests and activities on your behalf.
Why do we have this rule?
We have this rule for two reasons:
We don’t want players to be able to buy their way to success in RuneScape. If we let players start doing this, it devalues RuneScape for others. We feel your status in real-life shouldn’t affect your ability to be successful in RuneScape.
Often when players sell items in RuneScape for real cash, the items are actually stolen. When a player purchases a RuneScape account, there is a high probability that the account may have been stolen. Stolen accounts will always be returned to the original owner.

How do I buy spins?
Click the 'Buy Spins' button on the Squeal of Fortune interface and you will be taken to a specific page where you can choose your preferred payment method and the number of spins you’d like to buy. Fill in your details and once your purchase has been successfully completed, the spins will be added to your spins available total. Extra spin packages can also be bought direct from the RuneScape billing pages.

This is a competition, not a sale for lifetime membership, it's not something a player can purchase. Players who were lucky enough to get a skull tattoo on the Squeal of Fortune had a chance to win lifetime membership through this thread as part of a lucky draw. :)

Can I sell my spins to Jagex for real-life money?
In a month I get around 60spins, that should be worth a month of free membership a month.
