You can record your voice using a microphone, and then u can add the voice clip to WMM. You're going to have to know how to adjust it so it can match the video clip.
Actually, you can record your voice using Windows Movie Maker, you don't need a separate recording program.
You can do this by going to "tools" then "Narrate Timeline" on Windows Movie Maker.
Only problem with that is, you can't really edit the audio that much lol

For filming - The main programs used are Hypercam, Camtasia, and Fraps. I personally use Camtasia.
For editing - I suggest either using Windows Movie Maker (which comes free for those who have windows xp) or Sony Vegas.
