Economic Report - 31 Fentuary, Year 5, Sixth Age:

With the establishment of a sovereign Burthorpe under His Majesty, Baldwin I, it should please the Crown and the citizenry that this new Kingdom is, at its founding, financially solvent.

HM Treasury currently enjoys a surplus of 250,000 with no current debts. Though finances are relatively secure, with the expectation of 90,000 to the Crown, it is strongly suspected that further potential is hindered by local and institutional corruption. The Treasury advises His Majesty to allow a survey of rents, property and income, to be carried out, in order to estimate a more appropriate amount owed to the Crown.

On finances abroad, the Chancellor and his Staff are aware of negotiations with the Dwarven Kingdom and the Caliphate of Kharidia, and advise for proposals of freer trade policies with the potential of allowing our merchants greater access to the East and Keldagrim's markets, as well as more exotic products to be imported. The Treasury requests meetings with His Majesty in order to review the proposals set forth by the Kharidians and the Dwarves, in order to review and draft an agreement.

At home, Burthorpe has not encountered any natural or political disasters in recent memory, thus the economy has not experienced major down-turn. However, the Treasury fears stagnation.

The effect of our geographic position has not been properly addressed. Despite Taverley's rich soil which allows high quality fruits and a decent agricultural sector, a large part of the kingdom's land is of poor quality soil, due to mountainous terrain. The Treasury advises the Crown and landowners to encourage more profitable uses for this land, such as pasture for sheep and cattle farming. ; )

Many of the citizenry located further into the mountains are reliant on sustenance farming, which leaves them constantly at the risk of starvation if the weather is not in their favour. In encouraging alternative methods in using these areas, the Treasury hopes to soon place a surplus in a relief fund, should the kingdom ever need it in the face of war, famine, or the threat of Trolls.

The Kingdom's economy is differs by region, with stark differences between the flat, more coastal Taverley and the more mountainous Burthorpe. Burthorpe's main industries (and source of income) is manufacturing resources gathered from its mines and forests. After observation, the Treasury believes it would be worthwhile to review production, in order to identify technological backwardness, it also encourages vassals to be aware of the latest technological advancements.

On a final note, the Chancellor requests a meeting with the King and his Cabinet, in order to discuss the needs of the military and of the Crown. ; )

By Royal Decree of His Majesty, Baldwin I, the Exchequer is permitted to:

1. Assess Crownlands and their tenants in order to determine its worth.

2. Survey and record the lands of the King's vassals and their content in order to determine value for appropriate taxation.

3. Review the conduct of customs officials and tax collectors to root out incompetency and promote efficient administration.

4. Review expenditure of royal estates in order to identify misspending and wasted funds.

His Majesty also decrees that further surveys shall be conducted every five years, and that Crown officials suspected of corruption shall stand for trial, as guaranteed by the liberties assured in the Erysalite Code.
