I leave you to interpret it how you will.

However, it is worth noting that she never did specifically state an advocacy for reunification with the Kingdom of Asgarnia; the speech is intended for the Asgarnian people, rather than any state.

So, she's speaking to Asgarnians in the "free republic" of Burthorpe that is supposedly separate from Asgarnia, whilst simultaneously advocating for Asgarnia, after the Lord Protector deemed Asgarnia a threat.

Okay, got it. ;) :P

To whom it may concern,

As there are periods that exist before things go into effect, the Kingdom of Kandarin revokes it's more recent treaty with The Republic of Burthorpe after closer inspection by it's advisors for being in violation of the pre-existing Treaty of Vaterra with both Camelot and Asgarnia. A further meeting can be arranged to renegotiate terms in the close future.

Yours kindly,
Lady Heather Eriador of Administrations and Checkings
The Kingdom of Kandarin

The city of Taverley was, for most of the day, filled with fighting in the streets between the Burthorpe Vanguard and the self proclaimed 'Taverley Guard'. Throughout all of the conflict, the Vanguard were going out of their way to make sure innocent bystanders made it safely to Burthorpe to escape the conflict, keeping Civilian death and injury as low as possible. First the west side was taken, then the east. After much time of house-to-house combat lead by the mighty champion of Burthorpe, "Nasty" Norbert "the Notorious" McGraw, who also faced off against a fully mithril clad warrior in singles combat on the west side of the river, the Republic was clensed of it's rebellion and safe oncemore, the citizens being able to return to their homes. A lone rebel was crucified outside the walls, to show the rebels what they had done in vain. The champion of their rebellion was on a cross, nailed to it by none other than Corporal Robbie Douglas. The crucified champion stood as an open challenge to any of the survivors pushed from the city to come and try it again, or to anybody who would challenge the mighty Republic of Burthorpe. Founder of the "Anti-Daniel" gang.

Done with his business in Falador, David Ornus and a small group of Guardian bodyguards set out for the new Republic. King James suggested the Grandmaster look into the reports of rebellion flaring under the new leadership, and David thought it a good opportunity to meet with an old friend, not to mention ensure that the new government was just.

Upon coming across the crucified man, David would order the body taken down and given a respectful burial. After that he would seek audience with the Lord Protector.

As the fighting in the streets became increasingly severe, it became apparent to the young Magistrate that it was time. Acting quickly, Joanna organized the evacuation of Taverley, and ensured that as many civilians were relocated from the battlefield as she could manage. With many of her people, Joanna took shelter in one of the refuges she had ordered built before. It had been a long battle, but soon the fighting was over and it was clear that the Republic had been victorious.

However, looking around, there was much to be done to make reparations to the town, her town. The community had been shaken by the violence, the blood shed on this sacred land. And so was the Lady Lavelle. Her head downcast, she steps along the cobblestone towards her offices, where she drafts a public announcement.

Unto the people of Taverley of Burthorpe, the grand Republic of Burthorpe,

Today has seen the swift and decisive demise of the monarchists' rebellion in Taverley. After grueling warfare, the Vanguard of Burthorpe has been successful in ousting those who would threaten our independence; however, I cannot deny that it has been at a great cost.

Many have been devastated, and this tragedy, this sacrilege by dark forces, shall never be forgotten by the people who have been wronged. It is why I may no longer uphold the duties of my office, as it would merely add further injury to a sacred people, a sacred land. Today, I have asked for the forgiveness of my country, and of the people of Taverley. I have asked for forgiveness from the Gods.

I have prayed for the safekeeping of Taverley, and the pure people of Asgarnia, in these dark days, for now I understand that it is no longer in my hands. Today, I shall resign the magistracy, and abdicate the duties of my office so that I may be replaced by one who may, with a purely Asgarnian heart, protect and serve this enduring land unto a new age and beyond.

Forevermore, among you,
Lady Joanna Lavelle

The People's Champion
________________________________________________________________________

"Nasty" Norbert "the Notorious" McGraw, Champion of the Republic of Burthorpe trudged down the dirt-stricken path connecting the small Republic to it's newfound steadings within Taverly. Behind, a small crowd of guardsmen lofted the mithril plates of one of the Rebel Champions, carrying the suit of armour's pieces. Corporal Robbie Douglas blasted a marching tune on the bagpipes; they were headed for the keep.

About an hour later, a flourish of bagpipes filled the streets as the Champion descended the steps, toting a large sack over his shoulder. Making his way throughout the city, Norbert chucked veritable fistfuls of currency at the local peasentry. Whilst he garnered much respect, he also managed to enact a number of blunt force injuries- specifically on the crippled or paralysed, who could not positively defend against the onslaught of coin.

After this harmful display of charity, Norbert paraded about the local market, and found his placement in Taverly's local public house, where he explained to scared druids and various families that he was, quoth verbatim, "The People's Champion". From there, an array of slurred speeches to uplifting bagpipe wails and further showers of currency- and ale, would win a heafty mass of support from Taverly's underclass for their new overlords.

Now a prominent public figure, many of Taverly and Burthorpe's gentlefolk have started to don waxed mustaches, kilts, and listen regularily to the various clamouring bagpipe ensembles that pollute the peace of the farming region. Norbert can be seen regularily- patrolling the streets and soliciting the local wenches. The red and burgundy tartan banner of clan McGraw can be seen flying from many flagpoles, the rough-accented Highlander appraised as a hero.
