Why is this Semi-Private plot being acknowledged in a Public Newspaper? I could understand if it was a Public plot, but as people and clans are excluded from it, and the plot is a massive violation to lore when put in the public sphere, it can't mesh into the Public world of the Sixth Age at all.

Because it's semi-private, some people accept the Vyre attack as happening and some don't. I for one do, so Esme would write an article about it. But, for those that don't accept it as happening, they can ignore the article and pretend it isn't there.

If you look at your subscriptions, there is quite a loss of track of people. Dead people, people who have moved, and people removed by other people from power, usually based on the prior two as well.
There's over 50 different character subscriptions on there, to go through all of them and contact every player to see if there characters are alive will be a job that'll take a very long while.
But you're right in saying that some dead people I do know about, I just haven't had a chance yet to go through them. But I'll try and find some time and go through the ones that I know are dead and get rid of them.
However, I don't have time at the moment to go through all of them and contact people to see if they're still alive. So, for now, they'll either have to stay on there or the character owners will have to come to me.

In my own opinion, Semi-Private means you need to ask as a player to join. Semi-Public asks others, assuming people are accepting it and that it is a clan plot. In either case, the fact people ask assuming it is accepted, is enough proof the "Semi-Private" label is being abused to keep people out and allow massive break of Sixth age lore.
If the edition of the paper meant for truly public roleplay will not have the article, I will request there is a disclaimer stating such OOC.

I didn't hear this being said when it happened in the 'fifth' age?
Let K9 cover what he wants, lol
...But the dreamers of the day are dangerous men, for they may act on their dreams with open eyes, to make them possible. This, I did.

I'm pretty sure that it's more simple for people to just not accept an article rather than being told they don't have to accept it. But I'll put a disclaimer in it at the bottom of those articles. Sorry for the confusion!
