I am writing to you to request a formal meeting to discuss the likelihood of using the desert mining camp that you own as a prison for SPECTRE. Of course, under strict supervision you may be able to use the prisoners as miners. More details can be discussed at the meeting.

Basically, SPECTRE is requesting if we can send our prisoners that we catch after missions to you to “look after” as it were
Or More so, just use the site as a prison aswell as you using it as an industrial estate.
