Rathor had no formal training in metal working, but during his time as an adventurer before he settled in Lumbridge and got his current position in the Eyvindi Province, he picked up bits of it, he is able to do minor metal working on his own.
Now, Fletching is another story. Rathor is a great arrow and bow maker, during his adventuring days, he would use archery the most often, however, refused to buy the ammunition and bows, he saw it as too pricey. So, he took up fletching in Varrock. He found it easy to do, and soon he would make his own ranging supplies instead of buying them.
Rathor is also happens to have a lot of free time on his hands often, in which he invents new things a lot, sometimes very odd little devices and toys, he recently created a cannon that fires a grate of 50 bolts out of it at one time.
