Wrong way around. I am allowing Avery Enterprises to hire my people (do I look like Moses?) to mine ore. The ore is not "for me." If the ore was not being sold to Avery Enterprises, why would I want it dug up?
It being declared property of Al Kharid is a legal formality that is perfectly normal. It is then sold to Avery Enterprises. This is the point at which they pay for the ore. The ore has to be paid for at some point, and this is the way governments and mining firms have been doing things for centuries IRL. I don't see why this part is so complicated.

Correct. Why would Al Kharid be giving you money? You're paying Al Kharid for the right to use their mine. Your payment comes from the fact that you are able to buy ore at discount price to be sold or processed elsewhere for massive profit. I do not see anything in that deal about a tax on transporting the ore out of Al Kharid. I chuckled to myself at the idea of implementing such a tax (as almost every government has that tax on these deals IRL) but I figured I'd do the company a favour.
