Wrong way around. I am allowing Avery Enterprises to hire my people (do I look like Moses?) to mine ore. The ore is not "for me." If the ore was not being sold to Avery Enterprises, why would I want it dug up?

It being declared property of Al Kharid is a legal formality that is perfectly normal. It is then sold to Avery Enterprises. This is the point at which they pay for the ore. The ore has to be paid for at some point, and this is the way governments and mining firms have been doing things for centuries IRL. I don't see why this part is so complicated.

Correct. Why would Al Kharid be giving you money? You're paying Al Kharid for the right to use their mine. Your payment comes from the fact that you are able to buy ore at discount price to be sold or processed elsewhere for massive profit. I do not see anything in that deal about a tax on transporting the ore out of Al Kharid. I chuckled to myself at the idea of implementing such a tax (as almost every government has that tax on these deals IRL) but I figured I'd do the company a favour.

- Biography: Richard was born in the Kharidian desert city of Nardah. He grew up to loving parents who killed desert animals for food and to sell to the local market for other necessities. One trip in the desert he was taken by surprise as bandits who surrounded him and captured him. they took him a mining camp and sold him as labor. For the next 4 years he worked in the mines, then at the age of 24 he escaped with the help of one of the guards. Once he was out he went back to Nardah and grabbed the money he had accumulated from before his imprisonment. He left the desert and went to Lumbridge where he worked as a stable - hand for Fred earning an honest living tending the sheep and chickens. He got into numerous fights while working in lumbridge the worst of which he was attacked and beaten by three men and received the scar that is now hidden under his mask before the authorities arrived. After 2 years of work he joined a group of thieves and mercenaries to earn himself some money for better equipment. Then he heard about Avery Enterprises and decided he would offer his experience in stable-handing hoping to get more coin for his equipment.
