This legal anomaly is probably to allow electric invalid carriages to operate on pavements. Perhaps, as usual, the legislation not keeping pace with the advancement of technology.

Yes, I understand that. They must have some legal rights to be on our footpaths, to operate in our streets, so there is no excuse to have them on our footpaths at the speed they are.

Yes, I understand that. They must have some legal rights to be on our footpaths, to operate in our streets, so there is no excuse to have them on our footpaths at the speed they are.
They would have a legal right if they come under the same classification as 'electric invalid carriages'. Not hoping to labour the point -

The law needs to do catch up and make a new ruling specifically for this 'new' vehicle and get them off the streets.
I've never understood why mobility scooters, meant to replace someone's ability to walk, should be able to go faster than the brisk walking pace of 4 mph.
ToP BaSS, too many other priorities I'd say. Even known roads you have to have multiple deaths before they even look at doing something. Unless scooters start killing and possibly maiming people they won't do nothing.
Invalid carriages have a V5 and are registered to a person and they're only for them to use, there are 3 different types, only 1 is allowed on the road up to 8mph, pavement ones are 4mph.

Doesn't really have much to do with keeping pace, it's to do with people not being licensed/insured. Trials are ongoing and depending on their success...or at the moment lack of, It won't happen because few will ruin it for the many.
At the minute they're rented via an app where you tick a box that says 'you agree to T&Cs", and in the T&Cs you agree you have a full driving license, but people that are renting them don't, making it hard to regulate.
I think they've gone about it wrong, and need to regulate sellers/manufactures first as they're selling to everyone, with some license/insurance policy in place but that won't happen for a while yet

I saw 1 yesterday nearly knock an old woman over while she was walking on the path minding her own.
It was not a rented 1. But 1 bought from a shop or where ever. Yet the police who were right there at the right time did sod all about it. They say him nearly knock her over and just left doing nothing. Shame on them as the old woman could have ended up in hospital.
I still say they should be BANNED. Danger to other people who are walking on the path as they should be in a safe manner.

1 comes anywhere enar me and I'll push them off. Trust me I will.
Majority of police forces don't pursue bikes, some officers aren't trained to use blue lights and request vehicles to stop
Over half of officers can't actually respond to incidents, despite working on the '999' team, unlike fire/ambo who aren't allowed out unless they can.
