Speculation on a possible rise of oil prices causes prices to rise, which feeds more speculation. Free market has had an enhancing effect on the oil become more expensive to extract.

But this is not a bad effect. It encourages innovative solution. High oil prices coupled with emission rights are making that other energy sources become an economically feasible alternative.
