Turns out they're by 'The Most Famous Artist' collective of Santa Fe. Behind the scenes photos have been posted as proof by the groups founder, Matty Mo, on Twitter (@morewoke). No.

If he was doing his concept art in Aug. 2020, then explain how the Utah Monolith has been there since 2016?
He's clearly not the person who installed it. He just didn't realize that the monolith in Utah had been captured on Google Earth. You can go back through the historical satellite photos to see almost exactly when the monolith was installed.
You can check it yourself on Google Earth:
Now, on the web version, I don't know if you can change the historical images or not, but, on the desktop version you certainly can.
The monolith is located at:
Here is the satellite image from 2015:
You can see there is no monolith, and you can see the shrubbery, or rocks or whatever in the around the where the monolith would be.
Here is the satellite image from 2016:
You can now see the monolith, and you can also see that the shrubbery, rocks, or whatever have been cleaned out from the area. I'm better than you, but that doesn't mean you're not great!
