Yes, there definitely is an art to fanservice, and I think a lot of it relies on what the plot of the anime is. On an anime like Girl's Bravo or Heaven's Lost Property, where the plot line is barely existent, I'd say a lot of fanservice is justifiable. However, in an anime like HOTD or Freezing, where there is a clear plot line, the fanservice has to be cut down so that it A) Doesn't interfere with what's going on in the story. or B) Goes along with the story.
And whether or not fanservice in a certain anime is justifiable lies with the opinion of the beholder, and I think that's why, at least in my experience, it's rare to see ecchi anime go for 2 seasons.

^ They haven't really minded to much in the past so long as we've remained tactful about it and refrained from using the H word. Hence the reason why I use the term 'fan service' over 'nudity'.

Justifiable in terms of giving the show some degree of marketable content maybe, but that's not really the type of justifiable that I meant. What I mean is more about placing fan service into the story at opportune moments which will either compliment or at least not detract from the plot.
I don't mind shows which are going to be purely about T&A for the sake of selling merchandise, they aren't my cup of tea but that's fine, I don't have to watch them. Its only when they actually try to have a proper plotline and then go 'we interrupt this plot for a lingering 20 second close up of the main characters cleavage' that it bothers me.
HLP is probably the worst offender like that. It tried to have a plot sometimes, and then half the time it just didn't care at all, didn't know whether it wanted to be a fanservice show or not. I like to think of it as two show's in one were I skip any part that has Tomoki on the screen :P

If the first bit has bothered you, your gonna love the bit with the puppy...
And yeah, the Higurashi manga was very well done. Wish they had stuck with Suzuragi for all the art instead of changing the artist every volume, but all of them are still pretty good. The manga even has a few additional chapters that aren't in the anime (Onisarashi is a good one), but as far as im aware there aren't any for Rei or Kira.
