1) not necessarily. It will seem like that initially, but after the first two arcs they will variably get longer and shorter. Its pretty easy to tell when one ends and another begins though.
2) Thats correct. Higurashi Kai technically starts from the 5th arc, though the second series called Higurashi Kai starts from arc 7. Even though they call them 'answers', it sometimes wont be immediately obvious as to which 'question' they are answering.
3) Yeah, Rei isn't necessary for the main higurashi plotline. It has three arcs over 5 episodes, the first and last are single episode arc which are pure comedy, the middle three wrap up some questions concerning one of the characters.

Awesome news, CR plans to stream Makoto Shinkai's works this weekend starting on the 11th. His works consist of Voices Of A Distant Star, 5 Centimeters Per Second, and The Place Promised In Our Early Days. I plan to watch The Place Promise In Our Early Days, and rewatch the other 2 on that day. I really enjoy Makoto Shinkai's works, as they are heartwarming works. His works about "connection" are really realistic, this mainly goes for 5 Centimeters Per Second.

I really need to get my lazy ass to Best Buy (or order online) for some anime series. I'd love to have DVD's/BD's of series, but I don't use the television at all, but it would nice to have copies of animes. Problem is, I'm a poor jobless teenager who is iffy with spending money. I'll try and buy some animes when I get a chance.
