Well, here's something to think on then. Does it not stand to reason that a person with a great deal of experience listening to anime would have a good idea of what constitutes a 'good performance' in an anime.
Sure, they may not know the meaning off the bat, but all the other aspects of language make themselves apparent regardless of whether they know what the words themselves mean or not.
As such, while it may not extend to other areas of japanese media, i still think that someone with enough experience listening to anime is qualified to pass judgment on the quality of the performance, both through any distinct method of analysis, but simply because they already know what a 'good performance' is meant to sound like?
Would the opinion perhaps vary between someone like that and a japanese speaker on occasion? probably. But the question was already subjective any.
