Well, here's something to think on then. Does it not stand to reason that a person with a great deal of experience listening to anime would have a good idea of what constitutes a 'good performance' in an anime.
Sure, they may not know the meaning off the bat, but all the other aspects of language make themselves apparent regardless of whether they know what the words themselves mean or not.
As such, while it may not extend to other areas of japanese media, i still think that someone with enough experience listening to anime is qualified to pass judgment on the quality of the performance, both through any distinct method of analysis, but simply because they already know what a 'good performance' is meant to sound like?
Would the opinion perhaps vary between someone like that and a japanese speaker on occasion? probably. But the question was already subjective any.

Tommy Wiseau's infamous "I did not hit her" from The Room (warning: swear word). Unless you know English, you cannot realise how terrible the acting is.
It's similar with dull actors and actors who go over the top, to those without a knowledge of the language, it's hard to spot underacting, and overacting is just "Oh look they have emotion" when they actually make Shatner's "I'm losing command" look like he didn't put any effort in.

Oh, I see. Hmm. Frikin dubs need to catch up, I want to see all this cool stuff with Itachi and Sasuke myself :P . The subs harass me a little bit. Tolerable, i guess, the voices and emotion in Naruto subs are goodish, but the dubs seems cooler to me. I hate reading subtitles like that.
Why can't they have the japanese voice actors translate their show in english and other languages aswell, rather than different voice actors? Would cause alot less conflict between dub pplz and sub pplz
Then again,i'd probably miss Naruto's awesome husky dub voice :P

But now your comparing true acting to voice acting, which aren't the same thing. More aspects of the actor to focus on would lessen your focus on their voices, and thus it would be harder to spot a crappy job.
But still, what i said stands. If you took a japanese person who didn't know English but listened to people speaking English EVERY DAY,im willing to wager that they would be able to spot an area of lax performance.

Everyone would speak with a Japanese accent and not pronounce their "l" as Japanese has a sort of halfway between r and l sound.
Plus there is no reason to do so, doing so would require the voice actors to be paid for work that may or may not get money depending on du popularity. Why do that when you can sign the rights (for some cash) and let foreign companies risk their money on it?

Simply minimise the screen so you can't see it, then listen, I've seen some footage of voice actors recording; some of them do the physical actions of the characters as well, those just aren't recorded.
