Im not so sure about the exact placement, but it is a sidestory and its recommended that you at least watch S1 of Index to get the full backstory.

Sisters arc (Index I ep. 10-14 OR Railgun S 1-16) + Last Order arc (Index I ep. 19-20) are the main ones that need to be completed before hand.
So in short, i dont even think there is any "official" series as they're all 3 parts of the same whole.
Its just that you're getting a different view of the same story so while one character is doing one thing, you can watch the others to see whats happening elsewhere.

Well i just found out about a awesome show called Charlotte and have to say its 100% worthy of all the praise it gets and anyone who hasnt seen it should.
Heres the synopsis of the show:
Very few adolescent boys and girls have an onset of special abilities. Yu Otosaka is one such man who uses his ability unbeknownst to others in order to lead a satisfying school life. Then one day, a girl named Nao Tomori suddenly appears before him. Their encounter reveals the destiny for wielders of special abilities.
Have to say though that the only downside i could find is that its pretty short as its only 13 episodes. Then again though, i instantly got hooked by episode 1 so it doesnt really matter.
Yes loads of ppl might say the ending felt a bit rushed and after seeing it i might agree but it is what it is. So be ready to finish this within a few hours but IMO, that short time was well worth it.
Make sure to have some tissue handy though as its one of those type of shows. Its not as bad as Clannad but if i have to say it could be pretty close even though it has far fewer episodes.
