Buff legacy mode eof by making it for one usable in legacy with a spell in magic spellbook.
For eof, make it so due to legacy having less hits per minute, eof specs with the spell in magic spellbook have a 10% higher accuracy when used in legacy mode.
The eof spec itself remains the same. Let legacy players able to use eof specs against
other players in a pvp scenario. After all you're risking a very expensive amulet so you should get an advantage in legacy.
Make soul split heal 10% more while in legacy mode. Make adrenaline restore 50% faster in legacy mode. Make throwing vuln bombs in legacy have a 50% chance of saving the bomb.
Make exsanguinate have a 33% chance of saving runes used while it's your selected spell in legacy. This will stack with grasping. Make incite fear have ice barrage freeze effect in legacy mode.
Let players in legacy mode move under a shield dome and drink pots. Make all vengeance spells have halved cd in legacy mode.
Make all weapons have 10% more accuracy while in legacy mode. Make bow of the last guardian in legacy mode's special attack only require 3 stacks. Reduce cd of cryptbloom fungal shield in legacy to 90 seconds.
Make lengs have a chance of stunning while dual wielding both in legacy. Remove
scripture of ful's proc increasing the damage you take and only boost your damage dealt.
Make zuk sword's spec in legacy benefit passively from masterwork spear even if the spear isn't in inventory or wielded.
And finally, buff all bosses to allow players to defeat them in legacy. Legacy players still can't do zuk because of the boss mechanics that can't be dealt with. It's not fair to restrict legacy players away from gear upgrades because legacy can't stun zuk monsters.
Zuk capes still have a use in legacy from their stats, they're not completely useless in legacy. Give us all the mtx fomo events you want jagex, as long as legacy gets buffed I don't mind.
