They have previously mentioned that current server costs are no more (or not substantially more) than they would be if they reduce the number (as long as they have to cover certain areas of the Globe, anyway).
Also, the lag caused by population is noticeable, even in deserted areas of that server, once the population gets above 100-150, and it also causes occasional skipping, or microfreezing - which most find negatively affects their ability to do high-input content (like Bossing, or Minigames - even some skilling methods). As such, I can't support this idea, but I'm aware some folk would rather have more population, while playing (I wouldn't mind, if it wasn't for the negatives), so hopefully there could be some suggestions which suit both sets of people.
(Instance shards tend to be very laggy, in most cases... though I've had a few which weren't, so it may be down to different methods being used for creating them; knowing the causes for certain, would help with forming useful options).
