Assuming most stakers don't know how to make money, I assume this will increase bond sales of Jagex crashing bond prices making membership cheaper. I need my blue charms back.

Nope, pking requires skill and it's time consuming no one is gonna be staking partyhats in the wildy. But what's more likely is stakers will set up something outside of RS and use gp to start staking again, but that will fade out as not many players will join in. Stakers will try to find different methods to get staking back up again but they are all likely to fail nothing will be close to the duel arena.
