Aesthetics plays a huge part in the value of a rare. The price discrepancy you are witnessing is largely due to the fact that graphically, Hween mask is obsolete, and has not been able to successfully incorporate itself into modern fashionscape.
Price is not merely based on rarity, that is a fallacy. If the item has no aesthetic desirability, then it has no utility in a modern outfit and is relegated to nothing more than a low priority investment.
A Santa Hat retains it's value, A Party Hat retains it's value, because these items have a simple design, they have aged relativity well and are still compatible with modern day aesthetics.
The Hween mask on the other hand, looks like a relic. As it was much more ambitious a design, at the time it was considered impressive but now it is laughable.
However it does have certain qualities that can be taken advantage of, and in my opinion, if utilized correctly by a master, it can be reinvigorated and at least be relevant in modern day fashionscape which is what I intend to do. I think I have a solution. A combination that is undeniably awesome and will change the way the Hween mask is utilized visually.
I consider this a worthy challenge for the foremost fashionscape minds of Runescape. To once again make the Hween mask relevant. It is practically our duty to make it so. It is too important historically to be regarded as roach.
