I think the majority of rares are going out of circulation due to people quitting the game/taking long breaks. Old time rares serve as a pretty good way to hold long term wealth, while also being a goal item for most players.
I doubt most people who come back after a long break sell their partyhat to buy the new bis gear as that will just instantly kill their interest. There is also the fact that buyable skills are no longer as impressive as they used to be, due to the vastly increased xp rates and cheaper supplies, plus the fact that TH exists.

That is okay and when you think about it it's not fair that so many rares are stuck on permanently banned accounts. They cheated and you banned them but in the same they got to keep rares on the account making them unobtainable for others.
The action or process of causing so much damage to something that it no longer exists or cannot be repaired.

I dont think so, RSC probably had a lot of bugs in its time which went unnoticed by jagex etc... and it would just incentivise hackers to target those older accounts which cheated. I mean would accounts which got banned for major bug abuse like duping rares suddenly still have them? Its just not a good idea as RSC players had their chance to transfer goods already. All I think jagex should do is open up a small RSC server like before which is unmaintained etc for those players who want to experience RSC.

The only duping that happened was pre rs2. The main people who would benefit from this are the 2 guys that used the underground pass glitch to p.i.d. teleport afk players to get them killed and take their phats/rares that they saw them wearing.
I myself would not mind this as I have over 1.3b in cash and a white and green partyhat on another account lost forever with the closure of rsc.
There was a more recent dupe of at least gp, for what it’s worth. Um, not this year.
RSC return would be great for me.
I cannot for the life of me manage to catch Covid. Perhaps it's because I didn't get vaxxed? The travails of those lacking immunity.
Only confirmed fact: There are 1000 Holly Wreaths in the game.
Imagine how many would be out of circulation due to players quitting and banned account.
