I agree this is a fair point, but it there are cases where wealth should be removed. There will have been accounts created over the years which were specifically intended to break the rules. And some of those accounts will have gained discontinued items. Examples being Real World Traders, Lurers, Bug Abusers (such as gaining an unfair advantage during staking). There are probably other examples, but those are the ones that come to mind straight away.
Because of these people, there are now far fewer Discontinued Items in circulation which means the prices are higher than they should be, had those people not made those decisions.
If unbanned for any reason, those people do not deserve to have their wealth back. Therefore, I would say it makes sense to re-introduce those items back into the economy in a slow and controlled way. The GE cash increase would be a good way to do this. Jagex could put them into GE in a slow and controlled way, for the market value at that time. The gold would be removed from the economy once purchased, and the prices will slowly come down to where they're supposed to be. This fixes two issues they're currently working on.
Prices today would be naturally lower, as the supply would be naturally higher, if it wasn't for the poor decisions of those people exploiting and rule breaking over the past 18 years and having their accounts permanently banned.
I'm unsure of the best way to re-introduce them, but it doesn't seem right that items have been lost in this way.
