Mutated Barge would probably generally see the least amount of use out of the three new abilities. Though, it does have some strong applications against some monsters that you can regularly go without attacking for a few seconds. There are only a couple situations where normal Barge saw much use. (light Slayer and Shattered Worlds)
Mutated Flurry is a straight upgrade vs single targets. Its updates will have an effect in more combat situations than Mutated Barge.
Someone mathed out Mutated Fury + Assault vs Normal Fury (2 attack) + Assault to be somewhere around a 1% dps increase in a shorter time frame. Also, a guaranteed Crit can have some fancy uses. Fury already sees plenty of use for its Crit chance increase, it just sees more use after being mutated.
But you are right that if Barge was not dropped by the last boss (and therefore the least farmable) it would not be nearly as expensive.
I would have to disagree with your statement that barge is less useful that fury. Most people who melee use barge much more frequently that fury and it has many applications for bosses, not just slayer. Furthermore, I believe the drop rate for the fury is wayyyy higher than the other two because I don't know a single person who's gotten a barge drop yet but I know several with fury drops including 1 person with 23kc and 5 furys.

i personally don't see where the other effects of barge can be that usefull, sure i do use barge a lot or i did before 200m slayer but there wasn't many times where i used barge then stopped attacking a boss/slayer monster, and since the mutated barge relies heavily on not attacking a monster i just don't see much use for it.
especially in the current RS environment where melee isn't really used for bossing apart from some small instances.

A few things off top of my head:
1. Vindicta (in second half when he flies away);
2. Araxxor (if you're doing melee kills on path one, where you rush down minion path after an egg special then run back and barge 'rax);
3. Various points in Solak, Yaka and AoD if you're using melee (most 7-man teams usually have one melee person).
I don't particularly care to do an exhaustive list. But these are all pretty commonly done PVM things.

I love melee and try to use it wherever I can, here are a few places I think Mutated Barge could be interesting:
Build into Zerk rotation
AoD:
Between pillars
After bomb
Yaka:
Between pools
Solak:
p1 green bomb
p1 roots
p2 pillars
Vorago:
Pushing after bleeds/reflect (could Barge > Assault > apot to Onslaught)
Vindicta & Gorvek:
After flight
(All I know about Mutated Barge is what I've heard on streams, so could have gotten the wrong end of the stick about how it works...)
