It definitely feels like it's going to be an elite skill. Like you, my guesses would be Summoning and Magic, possibly Slayer as well as I feel like specific items will come from Slayer drop tables

It probably wont have any requirements, but as you level you might want higher stats to take advantage of whatever benefits it offers? I'd rather they bring out an elite skill for the 30th.
If it does though... my guess is: slayer + divination / prayer (?)
summoning and magic maybe, who knows! those seem too 'light / positive' to me.

Necromancy definitely should not be an elite skill.
I think it will most likely be a P2P skill with a skill cap at either level 20 (like the most recent skill, Archaeology) or level 5 (like Summoning and most other member skills) for F2P.

When Osborne still was around there would have been
absolutely no chance
for it to be an elite skill, since those are basically too inacessible.
With him gone, it may be fair game again, but I personally think it's still rather unlikely, since the skill seems to be interwoven with the new quest line at a fairly early point - which also speaks against being an elite skill for the same reasons. Most likely a support skill, maybeish a combat one if they're very daring.

Pretty much this; I could be wrong about this (it's been three years and my memory isn't great at the best of times) but IIRC during the buildup to Archaeology (I think it was around the time that they confirmed that Archaeology wouldn't be one?) they more or less said that they considered Elite Skills to be a failed experiment and that if they could do Invention all over again, it wouldn't be one.
Considering Osbourne has been gone for less than a year, I think it's unlikely that, even if Mod Jack feels differently about the possibility of more Elite Skills (and I don't know if he does), Necromancy will be one; Jagex has probably been working on Necromancy since shortly after Archaeology's release (these skills take a lot of time to make after all), and by the time Osbourne left in February it was probably too far along in its development cycle to be subjected to such a radical change.
