The Stormguard Citadel developer blog revealed the Stormguard Citadel is several miles above ground level and there is no known technology in Gielinor that can get us there. Note that even in 2019 Planet Earth, hot air baloons can't even fly over a mile off the ground.

They talk about invention... Aviation is coming to RS3 perhaps? Or we are going to ride a flying dino to get there? :D

Neither. Read the Archaeology Jounal for Stormguard Citadel. "It all started when we received a letter from those odd folks at the Temple of Ikov. Apparently they’ve discovered an unusual, portal-like structure of aviansie design, engraved with the word ‘Stormguard’. " Portal is the key word here. Stormguard will be another remote location like Mazcab, reached by a portal in the Temple of Ikov.

I think the portal is the World Gate between Gielinor and the homeland of the Avainsie rather. ;)

Note that whoever wrote the message stated:

"It seems that if we choose to proceed with this excavation, we’ll need to take an inventive approach. If Stormguard Citadel is accessible at all, it’ll be floating several miles above Gielinor – and I doubt there’ll be a neatly marked path to follow while we’re there! Thankfully, I have a cunning plan..."


They are not looking for the portal to get to Stormguard Citadel. They are going to invent their own way to get there.

I know that it's been reiterated that there will be no flying mounts in RuneScape, despite people asking for them because they're a feature of another popular MMORPG which has some similarities to RuneScape.

So I definitely don't expect that it will be introduced to the game for Archaeology. Of course, that in no way precludes being on a flying mount to get somewhere in a cutscene, which doesn't in any way conflict with the existing design of RuneScape.

In fact, we already have that in one quest, the Eagle's Peak one.

Flying mounts? Probably not as we don't even have walking/running mounts except the player-powered Terrorbird "Mounts".

KFO or Known Flying Objects can be a possibility through invention though.

Eagles? Don't think they can fly higher than a hot air balloon... and perhaps there is only one creature, a white dragon, which is known to be able to fly that high.

Can Raphy step into a portal from Varrock and end up in Macab, Freneskae, Kethisi or Tarddiad?

No, sorry Raphy. When the "portal" is on the back of Tuska, Raphy needs to swim across the river to get to it. When the "portal" is at the SE side of the Elf Land, Raphy has to travel a long way to get to it.

When the "portal' is miles up the sky, Raphy has to find a way to travel vertically in air to get to it. Raphy just doesn't walk into the portal from Varrock.
