I agree that an Elite Dungeon set on Abbinah wouldn't currently make sense to be developed before Rite of Passage according to everything we know about it. But if we think outside the box, that dungeon, or some alternative don't necessarily sound completely unreasonable.
There is precedent, certainly, for having us go to regions of a world that we would normally expect to be accompanied with a very large content update. It happened with Player Owned Ports when we gained the ability to teleport to a tiny deserted island in the Shield region (if I recall correctly), it happened on Kethsi where we've only seen little isolated pockets of that world, and even with Tarddiad... which, in that case, it was not physically isolated at all, there just wasn't much to be seen at that particular location and there were boundaries keeping anyone from wandering.
An Elite Dungeon on Abbinah could be set on some remote part of the planet as a self-contained experience. You would not need to travel there before beginning, but rather talk to an NPC to 'arrange for transport' in some fashion.
But even if Abbinah isn't deemed suitable, surely there are other Armadyl-relevant dungeon possibilities - what about having retaking the Empyrean Citadel as an Elite Dungeon, where you face off against horrors and traps unleashed when the wards around it are probed? How about exploring an ancient Aviansie stronghold buried in the Wilderness, where some other force may lurk?
I don't want RoP to be seen as the be-all and end-all way to get these stories out of the gate. Nobody should want that if its development future is so
utterly
uncertain.
