In the case of Slayer, making it 120 was a safe thing to do. It's sort of like Dungeoneering being 120. Slayer and Dungeoneering benefit from your combat stats from the rest of the game, but they don't provide anything the rest of the game uses.
If Mining and Smithing went to 120, on the other hand, then people would have super-powerful armor and weapons that could unbalance the game.
Well, Summoning produces familiars that help with combat and so on. So making Summoning 120 isn't a "safe" decision. Instead, it's the first step towards making the critical skills - Mining, Smithing, and Crafting on the one hand, and then Attack, Strength, Magic, Ranged, Defense and Constitution on the other - all 120.
But Summoning is still on the periphery, even if less so than, say, Farming, Fishing, and Cooking. Or Divination.
So I am a little surprised that they're making Summoning 120 instead of something easier, like, say, Agility.
