I'm hoping it'll be able to be added to attuned ectoplasmator via necromancy to buff the item, like being able to add it to toolbelt after combining it with the residue.
At this point, a fix in time for the new skill launch next week seems unlikely.

Why do we need to "fix" an item which has no usage in the game now?
Because some players are being unfairly prevented from claiming it.
Just because something is not affecting YOU does not mean the problem does not exist, or that others are not being affected by it.
Try thinking of someone other than yourself for once.
Please tell us how are those players "unfairly affected" with an item useless in the game now.
Since you asked...
The ectoplasmic residue is an F2P item currently handed out to some players after interacting with TFN as part of the Necromancy pre-launch. With Necromancy set to launch on Monday (when this item will become useful), it is reasonable to believe the pre-launch event will end by then. When the event ends, most likely the ability to claim a free residue will also end.
The event is bugged, preventing some players who should be able to claim the item from claiming it. This is because P2P items in our banks are improperly being counted as F2P items for the purpose of F2P bank capacity, when only F2P items should be considered. The result is that the banks are being incorrectly flagged as being "too full" for one new F2P item to be added, even though the player might have several unused F2P bank slots. These players have more than enough room for one new item, yet are being denied for no good reason. That is why it is unfair.
If our banks were truly full, then yes it would be totally on us to clear a bank slot to receive the new item. Our banks are being incorrectly identified as too full. Why should we have to get rid of hundreds of items, in some cases, in order to gain ONE new item? That's idiotic!
The fact that the residue has no purpose yet is irrelevant.

Considering this thing stems from a teaser, it either will be obtainable on a regular basis when the skill is actually released - or it will only provide some very minor benefits - I could imagine something like a few hundred xp (considering it starts to be redeemable at level 20, maybe it's the counterpart of the tomes in archaeology, which you basically received left and right while skilling) or some package with a few things that could be nice at that point (think something like the materials to make your t20 armour, if you haven't gathered materials in advance or so...).
Obviously extremely annoying, but I doubt they'll screw you over for not having it (also in case for returning players who haven't participated in the pre release teaser at all).

I actually think the Ectoplasm Residue will have a more significant usage, but we can get it back easily as all items of significance can't be destroyed or lost permanently.
