Yeah, I was surprised you could make things with them at the Fort, seemed over-powered. Bob says:

The Fort probably was released in February this year and probably was designed way back in mid 2022 or over a year ago. Back then, the business strategy of RS3 was probably trying to make more money from MTX, but as we can see lately the business plan has seemingly changed and now and they are giving us free stuff that was used to be MTX items and reducing the usages of other stuff we got the most from TH like protean planks.

I don't know how you think get 2.5xp per is good, when the most you can get is about 800xp making toy box.

I used them for making Floatsam reg: 1,120xp , dxp 2,240xp

Why would I want to make toy boxes?

You'll receive level dependent xp (340 on 90+) per plank every 8 seconds on an extremely afk fashion for free - all slightly boostable with various kinds of consumables. Xp rates aren't that great though compared to almost anything else you could do with construction by now. Use them if you like the combination of afk and free - otherwise stick to something else - they're certainly not among the better proteans now. I for myself will see if they're still viable enough for yak track construction tasks - if not, I'll just get rid of them. Improvements: Tooltip / (F2P) QoL v2

the way i see it, this was less of a nerf, and more of a bug fix, and they never advertise bug fix's before hand

they have always put stuff on TH then rolled it out into game to make way for new TH stuff - for example, the elite skilling outfits, everything that goes into the oddments store
