Those two things are not equal.

Penance King is an achievement - is no completeable content, so it's fine as an achievement, but it certainly doesn't belong on the cape. Kudos for removing it. None for adding other non-completable achievements. And that's exactly why I voted against the reaper and zamorak for to be added to the cape. If they want those things on the cape they just should introduce a combat diary like OS did - that's basically the easiest way to convert non-completables into something completable - and players get something cool in addition on top, which might benefit their game one way or another.

Penance Queen isn't required to be killed (which also wouldn't be completeable content (I mean technically you unlock hard mode, but I am not like that now), you just need to start the fight in order to unlock a music track. Which is completeable (as in the name of that cape), since you only can do it once. And yeah - it got three tracks - one for the lobby area, one for general waves and one for the boss fight.

But as said - if they actually moved other music from the finale of cooperative things into the lobby area, I certainly wouldn't say no to this. Improvements: Tooltip / (F2P) QoL v2

U can buy wave tickets off the ge I'm assuming u don't actually have to kill him so just get 5 wave 10 tickets (or make them but their own) and ask some friends/clan members or anyone that needs the song to help u it's a win win for all

We absolutely don't need to kill a thing or spend more than a couple of seconds to unlock the BA Wave 10 music track. OP is definitely confused with something else, perhaps some achievement in RS3 or something else in OSRS?

Personally, I didn't even climb through all the waves with this toon. I just skipped right to wave 10 by talking to some NPC that I wanted to go to Wave 10. In RS3 this is very easy, not just only possible.

Even if you buy wave 10 tickets it won't let you enter the lobby if you never ever done the waves before that etc.

Not in RS3. I unlocked it in just 1 second. We don't need to complete wave 10 to get it. It is unlocked at the start of the wave.
