Missing the Hauyne gem

While trying to complete the Menaphos journal, I noticed that one of my missing gems is the Hauyne which you are supposed to get from finishing city quests. I've finished every city quest currently out but still haven't gotten it. Is there some npc that I have to talk to to receive it? I've already tried the assistant librarian that gives you the journal in the first place. I also checked my bank just in case.

I also seem to be missing the Idocrase gem which you also get randomly for completing city quests. Is there a known bug about getting these that isn't documented on the wiki or Rune HQ?

I figured it was something that I just didn't understand. I assumed that they were quests that you completed in the quest log. Can you replay the quest log quests or are they something different?

EDIT: Upon further research, I was able to find out that 'City Quests' are something separate from the quest log. Thank you for your prompt :)
