That depends which game you're hosting it for. If your FC is OSRS focused and based on that version of the game, post a thread in the "OSRS clans" section. For RuneScape, I would say the regular "Social and Community Clans" section would work, just specify in your title that it's a Friends' Chat.

In addition, if your FC is geared towards a certain activity, such as PVM, the"Teamwork" section would be a good fit, or if you're hosting a specific minigame or D&D, the "PVP, Minigames & D&D" section would also work.

Be sure to post only one thread in the section that best describes your FC and it's intentions. Bear in mind that you can also use your Forum Signature to advertise your FC.
