Okay, I get it. Did some more experimenting. Only the first spell consumes runes, whether it's Entangle or Water Surge or any other attack spell. After that, the Evolution thing is triggered and no more runes are consumed for the remainder of that combat - if you have autocast set. If you don't, it casts the Entangle, then tells you that you need to choose an attack spell, and then the attack spell you choose consumes a set of runes for the first cast and none after that. That's interesting. Not sure if that carries over to a second target if you attack the second before your adrenaline bar depletes. I read the wiki and that feature doesn't seem to be mentioned there. Instead it says "only auto-attacks consume ammunition." I took that to mean the autocast spells would still consumer runes, but that's incorrect. Fascinating.

If all of your abilities are either on cooldown or otherwise unusable, it will cast an auto-attack as well - I'm guessing that the first attack is triggered because revolution takes a moment to kick in, and thus your first attack goes off before any of your abilities start queueing up. Things may be looking down now, but I see a light at the end of the tunnel;

I was going to reveal the answer but you already found out yourself! The first spell (or shot when using Ranged) indeed consumes runes/ammo.

You can circumvent this ‘issue’ by queueing up an ability before you attack something so you immediately attack with that instead of a standard spell/shot and you won’t use up anything.
As long as you don’t move and you’re still in combat (stance), attacking a new enemy should use the first available thing on your action bar and should also save you your runes/ammo.

It seems you are beginning to get the powers of abilities, especially Revolution over the old brute force of casting spells. You can make sure you spend the least number of runes with Revo++ instead of the carefree Revo, when you are not totally AFK. Just hit a couple of threshold abilities once in a while and you will be amused how much more powers you gain and how much you save with rune consumptions with EOC over Legacy Mode or the old school rune casting way.
