Be glad you can now play both games at the same time.
If your active RS3 account and your active OS account were merged together you wouldn't be able to play both at the same time anymore.

I’m not really interested in playing multiple accounts at once. I can only play one character at once, and I just want to focus on one.
But it’d be such a waste of time if I started over on one character on the opposite game. This is why I’m asking if a merge is possible.
Please keep in mind the platform we are discussing is called Jagex Accounts. It is not called Jagex Accounts (plural) for no reason. It is meant for one subscription for more than one accounts. However, like Xbox Game Pass and EA Play as I mentioned, you are always welcome to just play with one account on one of their long list of games.

I am struggling to figure out what it is you're trying to say.
A Jagex Account (singular) is a higher security account, through Jagex, which is used to log you in to the game(s), website(s), and service(s) Jagex offers via any one of the up to twenty (at the time of writing this) imported characters (potentially plural, depending on how many one wants to import).
Prior to importing character(s) into a Jagex Account, each character is a separate "legacy" account in its own right. Subscriptions for all of these characters/"legacy accounts" are also separate.
Creating a Jagex Account and importing those characters into the Jagex Account eliminates them as being separate as it relates to logging into the game(s), website(s), and service(s) - however, subscriptions are still managed at that independent character level. Yes, after migration, any imported character(s) are now under the umbrella of a single Jagex Account login, but there is currently no Jagex Account subscription umbrella to cover the independent characters within it.

Ex.
thedorkster3 is max-level in RS3, but still on Tutorial Island in OSRS.
samanake3 is max-level in OSRS, but still on Tutorial Island in RS3.
Merging the two would look like:
1. thedorkster3 in OSRS would copy samanake3's OSRS stats/data.
2. samanake3 is subsequently deleted forever.
Does this seem logical/fair? I've always thought this made sense, but maybe it's harder to implement or not important, or I'm missing some contingency. Has anyone heard of Jagex something like this in the future?
This is not possible and, to my knowledge, there are no plans to introduce any features that allow the moving, migration, or "merging" of a character profile from/to another character within or between any version of the game.

I am talking about Jagex Accounts, the platform Jagex just launched to manage all our Jagex accounts.
"Jagex Accounts have been an important project for us to improve security and quality of our account systems."
We can only do account based subscription seemingly as OP questioned through Jagex Accounts. Currently, we don't have such subscription plan yet, but it is possible to have that in the future. However, my point to OP is we will still have to create different accounts for each game.
