Only Jagex moderators have the ability to broadcast links to players through the chatbox. This is likely a step to ensure account security. However, clan leaders can set a login message for their clanmates.
If you navigate to your clan interface, you should see a gold 'i' button. If you right-click it, you'll see a few options regarding the clan log (which relates to the citadel) as well as an option to set your login message. The clan login message is exactly what it says on the tin; a message sent to clan members when they enter the game. You can type anything here (providing it's within the rules) such as a welcome message, instructions for the citadel, or a congratulatory message for a specific clan member. You could also use this space to advertise your thread.
At this juncture, it's worth noting that RuneScape offers to support to clans on a number of levels. Clan leaders are able to create a traditional forum thread to advertise their clan, which many clans still do. However, there's also the specific 'Clans' section under the community tab. This is a special area, which tracks things such as your citadel level, clan experience, stats, and members. It also has its own forum section for your clan, with slightly more in the way of moderation tools for clan leaders. It also has the usual bold, italics, underline, and centre commands, although you can't see them.
On your clan interface in-game, click the 'i' icon, which brings up the 'clan details' interface. Near the top left, you should see some text that reads 'Official Forum' with a unique code next to it. If you click the code, it will take you straight to your clans' page. You can also find the link under clan settings.
